Uber pulled out of San Antonio—the country’s seventh-most-populous city, which also has the fastest-growing millennial population —in April after the city council imposed new regulations on all ride-sharing companies, including mandating the fingerprinting of drivers. Uber competitor Lyft also ceased services in the city.
