What are the five "radical" changes it proposes? Overhaul the governance model and committee operations. For example, in order to effect the first change, to overhaul your governance model and committee operations, it says you should: A. Force all your committees and task forces to be chaired by a staff person.

Lots of good suggestions here, especially with regard to providing committees with clear messages not just about the objectives to be achieved, but also the metrics by which success will be measured.
