In its second major move on the issue, the Federal Communications Commission announced Tuesday that it was fining Smart City—a major networking provider for dozens of U.S. convention centers—over its use of technology that blocked individuals from using wireless hotspots. Portable hotspots were blocked from working in expo halls.
